473 in a stall of the roundhouse is lighted by a handheld spotlight near camera position.  This technique is known as painting with light.  This requires a long exposure.  Locking the sutter open is best while moving the light around.  Anything moving will be strongly blurred.  The head light and number plate are strongly reflecting the spot light.  All the light from the headlight is from the spotlight as the headlight was off.
